Towards three-way partnership in urban regeneration:The Western experience and implications to Chinese cities
梳理西方城市更新从政府主导到公私合作再到三方合作模式的演变，强调社区参与和社会公平，为中国城市更新政策提供多维认知、机制创新和角色转变的启示。
Urban regeneration in the West has evolved from the government led,public resource based and welfarist style of inner city renewal in the 1970s,through the market led and public private two way partnership based urban redevelopment in the 1980s,up to the public private community three way partnership based,multi objective oriented urban regeneration since the 1990s A new trend of urban regeneration policy framework is in the making,stressing more on a multi dimensional ideology and a three way partnership oriented mode of governance for which community participation,empowerment and social equity are viewed as core values.This has important implications to the development of urban regeneration policies for Chinese cities,including's the cognition of the multi dimensional nature of urban regeneration;the innovation of mechanisms for community participation;the adoption of a people oriented,holistic approach to urban regeneration;and the enhancement of the government's role as coordinator, facilitator and enabler for urban regeneration, etc.
