The development of the urban economy and the urban function are seriously restricted by the insufficient supply of the urban road,the growth of the demand cause the rareness of road resource and use outside increase,which has caused the serious traffic jam phenomenon.Pigou measure and Coase measure which in terms of welfare economics and property right economics are two methods to solve the internalization of the city traffic outside problem.Only utilize two kinds of economic means synthetically,and complemented with advanced traffic administrative skill and effectual laws and regulations,could solve the traffic jam problem of urban road fundamentally.
