The Practice and Inspiration of Housing Reconstruction for Low-income Class by Brazilian Government
本文基于实地考察和案例研究,描述了巴西政府为低收入城市居民进行住房重建的实践,并从中提炼出对中国城市更新和农民工住房问题的启示。
The urbanization level of Brazil has increased from 36% to 86% in the past 50 years.The rapid urbanization process results in the expeditious concentration of population in large cities.Meanwhile,it also gives rise to such pressure as worsening traffic,environment and housing as well as such social issues as poverty and violence.Of this ,theslumis the most typical issue existing in Brazilian large cities.Since the beginning of the 21st century,Brazil has began to change its concept of urban management by establishing urban housing management,paying attention to urban planning,improving living conditions for low-income class and improving the quality of life for the urban poor.Based on field visits and case studies,this paper describes the practice of housing reconstruction for low-income urban residents by the Brazilian government.Besides,it also draws inspiration for solving China’s problems,such as urban renewal and housing for migrant workers when cities in China are in a crucial period of rapid urbanization.
