The Urban-Rural Planning Management System in China in the New Era: A Policy Process Perspective

Public policy oriented urban planning is a necessary trend in the transition of contemporary China’s society and economy.To achieve this purpose,urban-rural planning system will need to be adjusted accordingly.This article reviews the practical situations in China and observes that the job elements of urban-rural planning in this new phase of history should include at least four parts: decision,technology,procedure,and feedback.These four parts of the job elements,their substance,expression,relationships,and strategies for achieving the transformation of organizational structure and work process to embrace these job elements are then discussed.
