Poverty on China's Campus and the Effect of Financial Aid
基于2010年中国大学生调查数据,发现22%的大学生处于贫困状态,助学金仅使贫困率降低2.6个百分点,且目标瞄准错误率超过50%。
We employ the Chinese College Students Survey(CCSS) carried out in 2010 to examine the poverty on campus. In defining poverty line as the college-specific necessary expenditures for a college student to maintain the basic living standard on campus,we find that 22%of college students are in poverty. The ratio of necessary college expenditure over household income is 67%on average.Poverty is more severe among the students from rural or Western China. The college need-based aid program needs to be improved because the target count error is over 50%,and only reduce poverty rate by 2.6 percentage points.Lacking other income sources, poor students rely heavily on borrowing and working to finance their college education.
