The Adjustment of Industrial Structure Guided by the Goal of Improving the Function of Region

In China, supply capacity of traditional industries is much greater than current demand. So, the acquisition and reorganization of enterprises, the relative concentration of production and the optimization and upgrading of industrial structure must be the new normal in this circumstance. The target of adjusting industrial structure guided by improving the function of region is to change industrial structure based on regional macro perspective and to pursue the overall optimization of regional industrial structure and function. The concept, classification and calculation method of regional function are proposed and the relationships between them are discussed. Corresponding to the four regional function styles, there are four kinds of regional economies: non- consolidated, outward focused, inward focused and comprehensive. Each one is related to a kind of character of regional industrial structure. Taking Huaihai economic zone for an example and using economic data in 2012, the function of region and other related indexes are calculated and the results show that the regional function is small, the regional function index is only 19.02%, and that the regional economy type is that of the non- consolidated variety. Based on analyzing the problems of industrial structure, the developmental goal of transferring from the non-consolidated type to the internal-focused type and the comprehensive type is set. Some ways for adjusting industrial structure, which include regional advantage leading industrial division, promoting industry transformations and upgrades, positive acceptance of industry transfer, developing the local leading industries and finding and developing new industries, are proposed.
