Asymmetric information in the labor market is discussed as a major cause of the exodus of foreign-trained students from developing countries. The authors suggest that employers in the country in which the students have been trained have a more accurate judgment of the true productivity of students than have employers in the students native country. An illustrative numerical model is developed and its implications are analyzed. (ANNOTATION)
