Abstract

In his customarily biting commentary Kwame Nkrumah made the case for Gold Coast independence in 1951 by arguing that the colony had the inalienable right not just to govern but to misgovern itself too. In the event Ghana's full throttle push for self-rule and, more crucially, what she will make of it, riveted the attention of the world. On 6th March, 2017, Ghana marked her sixtieth independence anniversary and in a book published to coincide with this commemoration Ernest Aryeetey and Ravi Kanbur provide a wide ranging and magisterial stock-taking of Ghana's economic fortunes in the last six decades. Their verdict, couched in the economist's trademark aversion for prolixity, is somber, even if in mitigation some strained optative hope is offered for the future. From their authoritative perch the authors argue that in the post-independence decades Ghana managed to democratize and also stabilize what was a hemorrhaging economy in which oil was discovered in commercial quantities in the 1990s. They note with concern, however, that “structural transformation has lagged behind. Further, fiscal discipline has eroded significantly and heavy borrowing especially on the commercial markets is being engaged in, while elements of the natural resource curse have already manifested themselves.” (p. xvi).
