The underdevelopment of Africa has been a perennial theme for scholars studying Africa and development in the last few decades. A continent rich in natural resources has been struggling to utilize those resources for the purposes of national development. Examples of the ‘resource curse’ and ‘rentier states’ are plentiful in Africa. In fact, dependence on resource exports like oil has stunted growth of other domestic industries and made governments less accountable. It is in this context that Jesse Ovadia's book makes a useful intervention to the debate on African development. Ovadia is concerned with oil and its relationship with development in Nigeria and Angola. His endeavor in the book has been to demonstrate how the oil industry could be made to work for developing these two oil rich states by designing specific policy measures. Ovadia's answer is to build a petro-developmental, democratic state. He argues that the chief instrument to build such a state would be to promote ‘local content’. It would promote industrialization, economic development and social progress.
