The Trustworthiness of Governmental Statistics in the Interwar Period: Issues Relating to the Statistical Survey System and Its Accuracy'
通过分析农林商务省和內务省发布的工业和农业统计,探讨两次世界大战期间政府统计的可信度,发现其可信度仅基于同时代人的“信念”而非实地调查。
The aim of this paper is to discuss what made governmental statistics in the interwar period ‘trustworthy'. By examining industrial and agricultural statistics issued by the Ministry of Agriculture and Commerce and statistics on maritime commerce issued by the Home Ministry, which were produced without field surveys, this paper concludes that the trustworthiness of these two types of governmental statistics was simply confirmed with the ‘belief' that contemporaries who knew well the targeted areas might not doubt its accuracy.
