研究了南非大规模现金转移项目(养老金)对儿童营养状况的影响,发现女性领取养老金显著改善女童的体格指标,但对男童无显著影响,表明转移支付效果取决于领取者性别。

Abstract

This article evaluates the impact of a
\n large cash transfer program in South Africa on
\n children's nutritional status and investigates whether
\n the gender of the recipient affects that impact. In the
\n early 1990s the benefits and coverage of the South African
\n social pension program were expanded for the black
\n population. In 1993 the benefits were about twice the median
\n per capita income in rural areas. More than a quarter of
\n black South African children under age five live with a
\n pension recipient. Estimates suggest that pensions received
\n by women had a large impact on the anthropometric status
\n (weight for height and height for age) of girls but little
\n effect on that of boys. No similar effect is found for
\n pensions received by men. This suggests that the efficiency
\n of public transfer programs may depend on the gender of the recipient.
