Implementation Evaluation of Urban Master Planning Based on Spatial Consistency——A Case of Hangzhou
以杭州为例，利用GIS空间分析技术建立基于空间一致性的规划实施评估方法，从不同尺度评估城市总体规划实施效果，发现城市扩张呈现离散多中心发展模式，工业用地开发超出规划范围是推动城市向外扩张的主要动力。
Under the background of rapid urbanization,urban space layout is affected significantly by rapid increase in population and high-speed economic development. Rational guidance and regulation of urban planning is particularly important to urban growth management. Taking Hangzhou as a case,the planning implementation evaluation method was established based on spatial consistency system by employing the GIS spatial analysis technology and then,it was used under different scales to evaluate the effect of Hangzhou urban planning implementation comprehensively. The evaluation outcomes indicate that the expansion of Hangzhou city presents a discrete multi-center development pattern;Considerable industrial land development located out of the planning extent has become the driving force to promote the outward urban sprawl. In general it is ineffective for the current urban master planning to regulate urban growth and achieve the orderly management of urban space.
