Abstract

In this Policy Review Section, Jim Campbell and Ian Taylor examine the role of the European Investment Bank. They point out that a high proportion of its work has focused on capital-intensive energy-related investment and conclude that although the Bank's failings are not entirely its own fault, it is not really an appropriate instrument for regional development. Continuing the discussion of inner city policy (see Policy Review Section, Reg. Studies 19, 59–74) Ian Wray examines the topical question of the role of Urban Development Corporations, through an investigation of the work of the Merseyside Corporation. While recognizing the value of this type of agency in resolving major physical redevelopment tasks in areas such as rundown docklands, he is sceptical of the extent to which such a model can be transferred to densely populated inner city locations which, he argues, of necessity would require higher levels of public consultation, a painstaking process of land assembly and a close partnership with the local authority. Finally, Peter Roberts and David Noon examine the issues surrounding the role of industrial promotion and inward investment through a case study of the West Midlands.
