The politics of Uber in Quebec. A discursive institutionalist study

Abstract Digital platforms have led to the disruption of public policy in many sectors. Five years after the arrival of Uber in Quebec (Canada), the old regulatory framework was replaced by a policy which espouses the business model of the multinational. Following the discursive institutionalist approach, this research reveals the dynamic by which Uber penetrated the political sphere to take advantage of it and the roles of ideas and institutions in legitimizing the transformations.
