Discussion of Paul Joskow’s Paper “Electricity Sectors in Transition”

I am delighted with Paul Joskow's excellent paper. The paper has achieved a comprehensive coverage of what is a very broad and sophisticated subject. It has covered the reasons for restructuring, models for reform, including unbundled and vertically integrated structures, as well as looking at issues that can arise and the possible outcomes from restructuring. It is particularly timely as the interest in restructuring electricity industries has been rapidly increasing worldwide. In developed countries, increased competition is seen as the means to provide greater customer choice and reduce prices, while at the same time improving service levels. Meanwhile the industrialising world is facing a sharp growth in demand, and restructuring the sector is being considered in order to facilitate independent power producers' (IPP) investment from overseas.
