In this Policy Review Section Professor Urlan Wannop of Strathclyde University explores the case for the introduction of a system of regional government based on the findings of a study group of the Royal Town Planning Institute and drawing on the direct experience of Scottish local government where large scale strategic regional councils have been in place since 1973. Urlan Wannop concludes that while a number of recent local government measures, including the community charge, have undermined the case there nevertheless remains a persuasive argument for an elected regional tier of government. In the second article Chris Law of Salford University considers the nature of private-public partnerships in the United States as a vehicle for urban regeneration. This experience is then contrasted with more recent developments of the approach in the UK and a number of issues and problems are highlighted.
