The Implementation of Strategic Land Use Policy: Lessons from the Lyon Conurbation

This article looks at the new arrangements for strategic land use planning policy in the English regions and the questions that these arrangements raise for the successful implementation of policy. It then turns to the case of Lyon, France, which has had a rather longer history of strategic planmaking both at regional level and in the conurbation. It concludes that scale of operation, administrative arrangements and political influence all have had a major bearing on both the formulation of policy and its likely success in practice.
