Abstract

In this Policy Review Section Mike Campbell and several colleagues from the Department of Economics at Leeds Polytechnic explore the nature and context of local authority job plans which have been developed in recent years as a response to the rise of unemployment and economic malaise in their areas. The approach, characterized by public-sector-led employment schemes targetted at specific social needs, groups and areas, is evaluated by Campbell et al. against more conventional macro-economic methods of employment creation. They conclude that local authority led employment schemes are potentially more effective in global terms than fiscal measures and in relation to the issue of the inner city are better placed to tackle the economic and social problems of these areas than strategies popular with the current government which focus on small firm development and entrepreneurship. In a closely related article, Mike Geddes of South Bank Polytechnic reviews the development of social accounting and considers various methodological problems which have emerged. Despite the difficulties, he concludes that these techniques which highlight the wider economic and social consequences of economic change are likely to remain highly relevant and practical tools given the present political climate. Finally, Gregory Croxford and Mark Wise of Plymouth Polytechnic examine the operation of The European Social Fund and consider its likely future development in the context of the adoption of the Single European Act, a proposal to double the budget of the ESF and target expenditure on the least developed regions of the Community.
