Abstract

ABSTRACT Higher education reforms are typically justified in terms of the ambition to improve on the basic functions of academia, teaching and research. This was the case in the extensive organisational transformation of the Swedish system of universities and colleges during the seventies. However, it is an open question whether organisational changes really accomplish improvements in research and teaching. The analysis of outcome data about the socalled U 68-reforms in Sweden indicates that they have resulted in a substantial increase in the administrative functions of academia. It is far from evident that the administrative emphasis typical of organisational changes of higher education is a means to an improvement of the operative functions. The ‘administracisation˚s of academia so typical of the Swedish developments may in effect be counter-productive to the conduct of the basic functions of academia. Administrative control should be replaced by trust in professionalism.
