In this Policy Review Section, Kim Swales of the Fraser Allender Institute, University of Strathclyde, critically evaluates the move towards a totally discretionary regional subsidy policy heralded in the 1988 White Paper. Kim Swales argues that the evaluation of policy effectiveness on the basis of Exchequer ‘cost per job’ is both wrong in principle and damaging in practice. In the second article, Ian Begg, of the Department of Applied Economics, University of Cambridge, sets out a framework for evaluating the regional consequences of the internal market of the European Community in 1992. Begg highlights the fact that in the Commission's otherwise comprehensive assessment of the likely economic impact of the single market, the potential regional effects have only been briefly considered. Begg questions whether the doubling of the Structural Funds will provide adequate compensation for the losses which are likely to be suffered by the less-favoured regions.
