Aggregate and distributional effects of school closure mitigation policies: Public versus private education
通过人力资本形成模型,比较了延长在校时间与私立教育补贴两种政策在缓解学校关闭负面影响上的效果,发现其对不平等和流动性的影响取决于公私投入的替代性。
We use a human capital formation model to compare extending school time to private education subsidies in mitigating the adverse effects of school closures. The impact on inequality and mobility depends crucially on the substitutability between private and public inputs. • School closures entail adverse effects in income, inequality, and intergenerational mobility. • We use a model of human capital formation to compare policies that could address these negative effects. • Both extended school time and means-tested education subsidies can mitigate average human capital losses. • The effects on inequality and mobility depend crucially on the substitutability between private and public inputs into the human capital production.
