Technology Forcing for Planetary Survival
通过多案例比较,发现技术强制机制在生态创新规模和公共支出效率上优于其他方式,但面临意识形态和先例障碍,对政策制定者有参考价值。
Climate change crises require urgent action and cannot be ignored. As extant technologies alone cannot solve these crises, no effort should be spared to give green innovations a fast track. This multiple-case study compares several ways of doing this. The comparative analysis indicates the superiority of technology-forcing mechanisms, in terms of demonstrated magnitude of eco-innovation and efficiency of public expenditure. Technology-forcing programs face considerable obstacles of ideology and precedent, however. Following the comparative analysis, we discuss implications for governance.
