Abstract This study analyses immaterial property rights related organizational processes in public research organizations. The study investigates the structural barriers limiting intellectual property rights development and commercialization. In addition, the study focuses on how different types of public research organizations, namely universities, research and technology organizations, and polytechnics, differ in this respect. The study was implemented as a survey with 493 respondents. The study found that lack of awareness and questions around the impact IPR are the main barriers to immaterial property rights development. The study also found differences in organizational practices between RTOs and universities.
