Abstract Much has been written about the philosophy of social control, particularly as it developed from the end of the nineteenth century to the early 1920s. Yet little if any appreciation has been given to the work of James MacKaye and Helen Sumner in promoting the program of political engineering and their efforts at establishing to this end an Institute of Political Engineering. This essay will examine the philosophy of James MacKaye and the creation of the institute that was to fulfill his mission, and it will highlight the important contribution of Helen Sumner in its creation.
