Public participation and distributional equity of government spending
研究了公众参与对政府支出分配的影响,发现公众参与度越高,政府预算中再分配性支出占比越大,有助于促进分配公平。
This study investigates whether allowing the public a greater say in governance affects the allocation of government spending. The analysis uses Peterson’s (1981) classification of public programs into developmental, redistributive, and allocational to model budget trade-offs in allocating public resources. Data from 51 countries between 2006 and 2016 demonstrate that when governments are more open to citizen input, public budgets tend to increase their redistributive share compared to developmental or allocational shares. Our findings hold using different operationalizations of participation. The study expands our understanding of the role of citizen participation by demonstrating its equalizing effects on government expenditures.
