Zoning and urban restructuring: long-term change in the location of manufacturing in industrialised city-regions

This paper responds to the lack of longitudinal research on the role of urban planning in mediating broader processes of economic restructuring in industrialised city-regions. Our research tracks the location of manufacturing activity against industrial zoning changes from the 1950s to the 2020s within the Melbourne metropolitan region of Victoria, Australia. We find consolidation in established middle suburbs rather than greenfield areas, and evidence that land-use planning mediated this geography. By taking a long-run view, our study highlights the consequences of land-use planning for future urban economic development in a context where many city-regions face critical industrial land shortages.
