Abstract

In recent years researchers have debated the importance of historical research in explaining the roots of organisational changes, including institutional changes impacted by the activity of internal agents (institutional entrepreneurs). As part of this research stream, the analysis presented here examines the role of provincial leaders of the ruling Communist Party (PZPR) in modifying the rules of the decision-making process regarding the allocation of investment funds during the boom of the early 1970s in Poland. The authors show that provincial party leaders aimed to modify those rules to capture more investment funds, and, at least in one of the regions studied (Katowice), this led to an institutional change inside the provincial structure of economic governance. As a result, the activities of regional apparatchiks caused investment spending in the provinces to increase beyond planned amounts and contributed to the economic crisis of the late 1970s.
