How the pursuit of public value facilitates collaborative governance: the case of La Vuelta Holanda

While existing research on collaborative governance and public value highlights challenges, this article shows how public value goals can foster collaboration. Drawing on public service motivation, sociological institutionalism, and deliberative democracy, it shows that pursuing public value can sustain participant motivation, maintain external legitimacy, and facilitate consensus-building. The empirical analysis of a major sport event illustrates how this approach addresses key collaborative challenges: sustaining commitment, maintaining support, and reaching consensus. These findings underscore the need for sport and public managers to move beyond merely staging sport events and instead strategically leverage them as vehicles for public value creation.
