Abstract

Purpose This study aims to address the global discourse surrounding the entrepreneurship gender gap (EGG) within the context of regulatory burdens (RB) and digital governance. Drawing upon institutional theory and existing literature on the EGG, the research investigates the role of digital governance in enabling women to overcome regulatory barriers and pursue entrepreneurship. Design/methodology/approach Utilizing longitudinal data from 74 countries spanning the period 2008–2020, this study employs fixed-effect, hybrid random-effect and instrumental variable models to explore the role of digital governance in bridging the RB-induced EGG. Findings The findings reveal that RB, including procedural requirements and associated costs, present significant barriers to female entrepreneurship. Nonetheless, e-government initiatives play a crucial role in alleviating these obstacles, facilitating greater participation of women in entrepreneurial activities. However, the results indicate that e-government services alone cannot fully reduce the EGG. Policymakers must supplement digital solutions with targeted interventions to effectively address the EGG. Originality/value This exploratory study enriches the comprehension of the regulatory dynamics influencing the EGG. By emphasizing the capacity of digital governance to attenuate this gap, the research provides significant insights for policymakers, practitioners and scholars to cultivate a conducive business environment aimed at mitigating the EGG. Moreover, the study establishes a foundational framework for future inquiries into the convergence of regulatory frameworks, digital innovations and gender disparities in entrepreneurship, offering implications for nurturing more inclusive entrepreneurial ecosystems worldwide.
