Can information frames nudge citizens to co-produce in emergency preparedness? —evidence from a survey experiment

Information framing has been explored as a nudging tool to encourage co-production, yet its effectiveness in emergency co-production remains unclear. This study employs a 2 (gain vs. loss frame) × 2 (individual vs. societal frame) between-subjects survey experiment to examine the influence of information frames on citizens’ willingness to co-produce in emergency preparedness. It finds that a loss frame increases co-production willingness, but only when paired with a societal frame. No significant effect is observed for other frame combinations. It suggests that while certain framing strategies can enhance co-production, the overall impact of information-based nudges in emergency management appears limited.
