Urban entrepreneurialism under network narrative: local government inter-city investment logics in China

This research extends the discourse on urban entrepreneurialism by introducing a network narrative to examine the logics underlying inter-city entrepreneurial activities. We propose a framework to analyse the effects of political and market logics in government-led inter-city investments, at three levels: nodal, dyadic, and network structural, and their cross-level interactions. Using local government-guided industrial funds (GGIFs) in China as a case study, the results show that political logic plays a central role in driving inter-city investments, despite the co-existence of both political and market logics at various levels. This study enhances our understanding of local governments’ decision-making in entrepreneurial activities.
