Dissensus Whistleblowing: The challenge to enact human rights and democratic oversight in organizations

This paper develops the concept of ‘dissensus whistleblowing’ that challenges practices of systemic wrongdoing and corruption in organizations which are embedded in power structures beyond the individual organization. This paper shows how dissensus whistleblowing serves to enact human rights and democratic oversight in the context of relatively weak formal whistleblower protections. The concept of dissensus whistleblowing builds on previous research into civil disobedience whistleblowing and whistleblowing as insurgent truth in its focus on radical practices of whistleblowing that challenge the status quo and for that very reason often use extra-legal means for doing so. The theoretical contribution of this paper explains the process of dissensus whistleblowing as a form of productive critique which directly enacts human rights, with the aim of defending democracy.
