Regional counter-institutionalisation: contestation and propositions for alternative regionalities

Regional researchers have extensively debated contradictions of identity-based regionalism and politically initiated regionalisation. Works addressing the spatial imaginaries of state-led regional institutionalisation processes have since emerged. Sometimes neglected, however, is theoretical attention to what I suggest are acts of counter-institutionalisation: attempts to destabilise dominant regional representations. This paper therefore advances the conceptual debate of ‘bottom-up’ mobilisation within the framework of regional institutionalisation. To illustrate, it examines the counter-institutionalisation practices of three civil society groups in Norway, organised around regional reform, hospital infrastructure and fisheries. Using blogs, interviews, documents and observations, the analysis explicates their strategies of regional counter-institutionalisation.
