The primary purpose of this paper is to draw attention to the problems associated with response error in surveys and to suggest, by example, a variety of techniques for managing response error within the context of total error. The key point of this paper is that response error, like sampling error, may be detected and, to varying degrees, controlled using existing statistical techniques. To illustrate this point, the authors first define the relationship between response error and total survey error. Then, methods for the detection and measurement of response error are introduced. Additionally, several examples derived from actual studies are included to illustrate the broad spectrum of possible applications for response error quantification/control and the potential benefits to be derived therefrom.
