Abstract

The politics-administration dichotomy, central to public management, is relatively neglected in policing. This systematic review examined this concept through the understandings, roles and relationships police have with elected politicians in Westminster governmental systems. It also examines what political skills, particularly political astuteness, senior police use in exercising their leadership when working with politicians. The review found the literature to be somewhat narrow, largely about police and crime commissioners in England and Wales. Research about roles and relationships was more descriptive than analytical, suggesting an over-reliance on structural explanations of the interface rather than a negotiated order. Political skills are important.
