What makes co-production sustainable? A comparative case study of three self-managed homeless programs

This article compares three co-production programs for homeless people in the Netherlands and Norway. Based on the comparison, we present a framework with enabling conditions for sustained co-production relating to five themes: program structure, professional support, organizational backing, active external ties, and enduring mutual commitment. While these conditions initially enabled all programs, only one survived in the long term. The endurance of a program mainly depends on generating mutual commitment among participants and professionals to the program and their ability to create commitment among organizational and external stakeholders to maintain support.
