With or without you: does local autonomy increase intergovernmental collaboration?

Research has identified conditions that facilitate collaboration among local governments, but little attention has been given to how local governments’ autonomy affects their willingness to participate in interlocal collaboration. This study addresses this gap by examining the influence of increased local autonomy from home rule on local governments’ economic development collaboration. Using a fuzzy regression discontinuity design and Illinois municipalities, our findings reveal that autonomy increases participation in interlocal collaboration, even though increased independence might conceptually suggest otherwise. We provide evidence that home rule municipalities are particularly more likely to collaborate with other home rule governments or municipalities.
