Abstract

The humanitarian crisis triggered by the war in Ukraine surpasses the capacity of any single agency, institution, or organization, making collaboration and coordination among public, private, and nonprofit actors essential. Ongoing attacks on transport and energy infrastructure have severely disrupted public services—including education, healthcare, evacuation, and electricity—leaving millions of civilians without access to basic necessities such as water, food, and medical care. The scale and complexity of the crisis demand a level of service delivery that no single national or international actor can provide alone. Consequently, a coordinated, multi-organizational humanitarian response is crucial for effective aid delivery. This paper examines the structure of the humanitarian response to the crisis caused by the Russian invasion of Ukraine, with particular emphasis on coordination and collaboration among humanitarian actors. Through content and network analysis, the study investigates the response structure, roles, and relationships among humanitarian partners, as well as their collective efforts to address the crisis. The findings are essential for identifying the strengths and weaknesses of the current response and for informing future humanitarian strategies.
