Digital platforms versus local authorities: challenges of new forms of ‘territorial’ intermediation

This article examines challenges that digital platforms impose on regional development. We address two research questions: How do local authorities perceive digital platforms? How do they manage these new forms of intermediation? Results show that the use of these platforms, sources of positive and negative externalities, requires local intervention adapted to the characteristics of the territory. Through a qualitative approach, the article highlights the importance of territorial intermediation, analysing three roles held by local authorities: ‘facilitator’, ‘educator’ and ‘moderator’. Finally, recalling the importance of place-based policies and multilevel governance, alongside a reflection on co-regulation, this article proposes public policy recommendations.
