Abstract

Counter-terrorism is a critical national security issue in modern society. Considerable research on counter - terrorism has been conducted in fields such as military science, management, and economics. However, these studies primarily focus on temporal changes, which are insufficient to address the increasingly complex international situation. This study uses a system of partial differential equations to construct a game model for an in-depth analysis of the equilibrium strategies of the government against terrorism. In particular, the model considers the significant impact of time and economic growth rate on counter-terrorism issues. The economic growth rate, which represents key static economic indicators across regions, enables the model to reflect regional responses and strategies to terrorist attacks. Furthermore, the dynamic relationship between government counter-terrorism inputs and the intensity of terrorist attacks is analyzed. Finally, the validity of the model is demonstrated using two examples, France and Israel. The study has the potential to significantly improve both theoretical understanding and practical application of counterterrorism strategies globally.
