Hidden AI innovations in the public sector: the role of political constraints, bureaucracy, and legitimacy in the adoption of AI-based personnel selection

AI innovations in public administration show promise, but they also come with significant risks. In this context, we explore factors that influence the adoption of AI-based personnel selection in public organizations. Employing mixed methods, including interviews with key stakeholders (n = 16) and primary surveys of HR professionals (n = 178) in Korean public organizations, we find that organizations tend to adopt AI innovations when they are less visible to external stakeholders and align with existing hiring procedures. Additionally, those with internal capabilities to secure legitimacy and public support are more open to adopting AI innovations.
