Regional policy in the new global context

Development is inherently uneven within countries. Since the 2008 global financial crisis, we find a new spatial pattern of economic performance amongst Organisation for Economic Co-operation and Development (OECD) regions, with a slow-down of convergence forces for lagging regions, giving way to more asymmetry in regional performance. This paper suggests the impacts of long-term global challenges like climate and demographic change, compounded by the recent shocks of COVID-19 and geopolitical tensions, fuel this asymmetric pattern and are reshaping regional inequality. Existing regional policy responses will require adjustments to be more effective in this context, especially strengthening subnational government capabilities to manage these transformations.
