University-industry linkages through the lens of national innovation systems in Latin America

This paper addresses a critical gap in the literature by empirically analysing the relationship between macro-level conditions and university-industry (U-I) collaboration across Latin American countries (LAC). By integrating a comprehensive firm-level dataset from eight countries with macro-level indicators, this study explores the impact of the robustness and interplay between techno-economic and socio-political spheres – that characterise National Innovation Systems (NIS)- on the decision and innovation outputs of U-I collaboration. Findings reveal that the heterogeneity of NIS in explaining U-I collaboration, particularly associated with the generation of novel products and processes, is especially pronounced in LAC due to the lack of uniformity in technological, economic, and political spheres. A more nuanced explanation, based on systemic factors such as innovation capabilities, institutional contexts, and economic structures, suggests that the intensity of U-I collaboration and the novelty of innovations are greater in countries with robust socio-political and techno-economic settings, with the latter prevailing.
