The Paradoxical Challenge of Political Accountability: Exploring Tensions Through Paradox Theory

ABSTRACT This article examines the paradoxical tensions inherent in political accountability, focusing on how politicians interpret, make sense of, and navigate competing demands. Drawing on qualitative data from semi‐structured interviews with Australian politicians, supplemented by document analysis, the study demonstrates how politicians continuously engage with paradoxes without reconciling or resolving them. Using Paradox Theory, the research develops a conceptual framework that interprets enduring tensions such as balancing short‐ and long‐term goals, managing transparency and strategic disclosure, responding to diverse stakeholder demands, and negotiating fiscal discipline alongside commitments to public value. The findings show that political accountability cannot be reduced to a simple set of indicators, as it is shaped by dynamic and contradictory forces that must be interpreted and navigated in practice. These paradoxes manifest in the competing priorities of electoral responsibility, public trust, and party politics, underscoring the complexity of democratic governance. The study contributes to both the public management literature and Paradox Theory by conceptualizing political accountability as an ongoing process of sense‐making under tension. Implications for policy and practice include the design of more holistic accountability frameworks that reflect the multidimensional realities of political leadership.
