Should I stay or should I go? Political fragmentation and manager turnover – evidence from local government in Norway

Few empirical studies have addressed the possible impact of political fragmentation, an international political trend, on managerial turnover. Departing from two different theoretical traditions we develop two contrasting hypotheses. One, that the probability of turnover will be higher in situations of fragmentation, the other that the probability will be lower. Using data on actual turnover among municipal chief administrative officers in Norway over an 11-year period, we conclude that the probability of managerial turnover is unrelated to political fragmentation, but that the probability of turnover increases with increasing municipality size and decreases with economic surplus and geographical centrality.
