Unraveling the Impact of Peer Government Digital Procurement on Corporate Digital Innovation: Insights From the AMC Framework

In the rapidly evolving digital economy, governments are increasingly using public procurement policies to stimulate innovation among enterprises. However, the impact of peer government digital procurement (PGDP) on the digital innovation of focal firms remains underexplored, both theoretically and empirically. To address this gap, we apply the awareness-motivation-capability framework to investigate how PGDP influences focal firms digital innovation and its boundary conditions. We hypothesize that PGDP enhances firms awareness of digital innovation, motivating them to engage more actively in innovation efforts. This effect, we argue, depends on the firms' motivation and capability to respond to competitive pressures from peers. Specifically, industry competitive intensity and performance shortfall serve as key motivational factors, whereas ESG performance and innovation human resources are critical capability factors. Using data from Chinese listed firms between 2015 and 2023, we find strong empirical support for these hypotheses. After the robustness tests such as the instrumental variable method and system GMM, our conclusions remain unchanged. The heterogeneity analysis reveals that the PGDP has a more significant effect on digital innovation in nonSOEs. Overall, this study provides new theoretical and empirical insights, highlighting digital innovation as a key strategy for firms to respond effectively to PGDP, with important implications for high-quality development in the digital economy.
