Does merging mandated collaborative governance networks improve community-based community outputs?

Service providers’ competing for resources when solving complex public problems often worsens community outcomes. In these situations, a higher authority may mandate collaboration, although little research has explored the optimal scope of the collaboration. This study examines the relationship between merging mandated collaborative networks and community outputs within the context of homeless services within the United States. Using a non-directed dyadic difference-in-differences design, the study finds that merging networks associates with reduced service provision and increased organizational closure. These findings suggest that merging can decrease community outcomes by reinforcing geographic boundaries that hinder collaboration.
