Abstract

Do public managers favor office workers over teleworkers? This study examines managers’ cognitive biases in employee performance appraisals, focusing on proximity and gender bias. A survey experiment in South Korea reveals that public managers can make biased decisions against teleworkers. The findings indicate that managers tend to give lower performance ratings to teleworkers than to office workers, even when their performance levels are identical. Notably, the results reveal a clear gendered pattern: female teleworkers face a distinct disadvantage, whereas male teleworkers do not encounter the same evaluative penalty. Together, these findings highlight persistent biases against teleworkers and underscore the need for fairer and more equitable evaluation practices.
