Ambivalence in co-shaping an emerging GPN: institutional complexity and strategic responses of Chinese and European actors in the electric vehicle battery industry

Abstract While research on global production networks (GPNs) has examined external uncertainties as structural constraints, less attention has been given to how emerging GPNs develop under such conditions. This paper addresses this gap by applying institutional complexity theory to the evolving electric vehicle battery GPN between China and Europe. We examine the ambivalence experienced by firms and states as strategic actors exposed to competing institutional logics. The paper develops a framework for analyzing this ambivalence concerning actors’ objectives, means, and ends and proposes a typology of strategic responses—holism, compromise, domination, and avoidance—adopted to navigate institutional complexity.
