Citizens’ experiences with a public ombud: applying Beck Jørgensen and Bozeman’s public values model to empirical data

This study applies Beck Jørgensen and Bozeman’s public values inventory to examine the creation of public values by the Austrian Ombudsman Board (AOB), incorporating perspectives from both citizens and staff. Utilizing a mixed-methods approach comprising interviews and a survey, the analysis reveals that the inventory effectively facilitates discussions on the relevance and fulfilment of values. However, it proves less effective in analysing the interrelationships among values, particularly in identifying nodal, neighbour, and co-values. These findings suggest the need for supplementary frameworks to assess value interconnections within public organizations as well as variations in cultural, institutional, and societal norms.
